Founded Accuratus Consulting to provide technical and interconnection services to CLECs.  Major projects included:

 

§  Complete network buildout for facilities-based CLEC in Seattle including Class 5 switch, LEC collocations, TDM and ATM transport network, DACS, DSL, HDSL2, and Voice over DSL.

§  Network planning and implementation for facilities-based CLECs in New Mexico and Nevada.

§  Local Trunking Interconnection planning and implementation with Qwest, Verizon, SBC and Sprint in Washington, New Mexico, Nevada, Arizona, and Texas.

§  Cable plant inventory for major shared tenant provider in 250 acre campus site.

§  Acquisition of Unbundled Dark Fiber from Qwest for regional CLEC.

§  Developed comprehensive CLEC Hands-On Technical Training Program and trained over 100 technicians and sales engineers from four CLEC’s.

§  Negotiation of Interconnection Agreements with Qwest and Verizon for a new CLEC in Washington and a Data CLEC in New Mexico.

§  Expert witness for Interconnection Agreement arbitrations and ILEC rate cases.

§  Number Resource planning, forecasting, and implementation including NRUF, Number Pooling, LERG updates, and NPAC.

March 2008 - September 2009                                      Las Vegas, NV

CEO, Excella Communications

Purchased Nevada Utilities which included Nevada Telephone and Excella Communications, a Las Vegas based CLEC with an annual revenue of $7 million and approximately 40 employees.  A facilities-based provider, Excella has a Taqua Class 5 Switch, a GenBand Class4/5 Packet Switch, a Cisco ONS SONET backbone, 15 ILEC Collocations, and a Cisco IP and MPLS Data Backbone:

 

§  Excella is a full service CLEC providing traditional voice POTS through ISDN PRI, Hosted VoIP, IP networks, ADSL, Bonded SDSL, Fiber-Based Ethernet, SONET transport, MPLS solutions including VLANs and QoS, and ISP services.

§  Migrated from 80% residential to 60% business customer base in an 18 month period.

§  Instituted a Cisco-based data backbone including MPLS transport and VLAN services for customers, BGP routing to Tier 1 IP providers, and ISP services to Customers.

§  Installed IP-based multi-function access platforms in LEC collocations to support ADSL and high speed business-class symmetrical bonded DSL (Ethernet First Mile).  First CLEC to provide extensive facilities based DSL services in the Las Vegas market.

§  Provided Hosted VoIP solutions to business customers with full implementation of QoS over our MPLS and IP network.

§  Supported monthly growth of $15K in business monthly recurring revenue.

§  Managed all regulatory and industry affairs with Nevada PUC, FCC and Incumbent LEC

§  Sold Company to BroadRiver, Inc.

1997 – February 2001    Integra Telecom Inc.                    Beaverton, OR

Vice-President, Networking

Integra is a successful CLEC with facilities-based operations in Oregon, Washington, Utah, and Minnesota.  Integra also owns a large ILEC in suburban Minneapolis formerly known as Scott-Rice Telephone.  My involvement began at the inception of Integra in the technical, product, interconnection, and operations areas.

 

§  Switching: Selected and installed 6 Lucent 5ESS voice switches.

§  ATM Transport:  Undertook innovative ATM network design to connect 80 LEC collocations to regional switching hubs.

§  Fiber and SONET Transport:  Created fiber rings in four hub markets using leased and constructed dark fiber; Deployed Cerent/Cisco OC48, Fujitsu OC48 and OC192 systems.

§  DSL and ISP Operations:  Built a fully integrated ISP to deliver service to Integra’s DSL and dedicated facility IP customers.

§  Collocation:  Successfully brought up 80 collocations throughout GTE and US West; Standardized design and manufacturing process resulting in significant cost and lead-time reductions.

§  Provisioning:  Responsible for all circuit design and ordering to support the Integra network. 

§  Regulatory and Industry Affairs:  Responsible for CLEC relations between Integra and GTE and US West; First CLEC to obtain combinations of UNE’s for transport from GTE and US West; First CLEC to lease dark fiber from US West.  Ongoing participation in Oregon Public Utility Commission rate case UT138/UT139 involving UNE’s from US West and GTE, gave testimony for Integra on several occasions.

§  Due Diligence:  Conducted due diligence for several purchases including the successful purchase of Scott-Rice Telephone Company, an ILEC in the suburban Minneapolis area.

 

1989-1997    OGI Telecomm                                                      Beaverton, OR

General Manager

OGI Telecomm is the precursor to Integra Telecom.  It was started as a business shared-tenant provider in 1984 by Oregon Graduate Institute to augment revenue while funding advanced telecom services.  I was hired in 1989 to bring the business to profitability; in 1997 OGI’s Board sold the business to the founders of Integra.

 

§  Built Business Shared Tenant operation from $1 million to over $3 million in profitable annual sales.

§  Responsible for network operations, sales, regulatory, and finance.

§  Installed large network of PBX’s and developed sophisticated service for high growth high tech customers.

§  Oversaw delivery of service over fiber and copper cable plant and leased lines.  Implemented HDSL and DSL technology in serving area.

§  Added services such as ISP, data cabling, and cell phone resale to base of local, toll and telephone equipment.

§  Litigated regulatory issues at the Oregon Public Utility Commission including UM377, Investigation of PBX Trunking.

§  Developed business plan for CLEC in 1997 resulting in friendly acquisition by Integra founders.

Managed 8 manufacturing engineers supporting portable instruments.  Responsible for automated production lines and surface mount technology introduction.  Developed engineering standards for SMT designs for manufacturing.

Senior Manufacturing Engineer

Started at IMS prior to first product release in a highly entrepreneurial environment with venture financing.  Worked with design engineers to reduce product cost and assure product could be manufactured for highly complex, state of the art Integrated Circuit test systems.  Qualified and managed subcontract vendor relationships responsible for virtually all the electronics assembly work.  Provided engineering support for electromechanical components, and maintained the approved vendor list for all components.  Worked closely with Purchasing to evaluate vendors and components.

Worked with teams of production employees, managers, product design engineers, and maintenance people to increase quality, lower production cost, and shorten lead times.  Re-engineered production lines to introduce just-in-time manufacturing by redesigning machines and standardizing manufacturing systems and parts.
